I think it is only polite to say hello or good morning or hi when you pass someone in the street even if you don’t know them. (really busy streets and roads may be an exception)
Grew up being told never to talk to strangers so I don’t, not even to ask the way especially in some areas.
When I was younger we had a lot diggers and builders making stuff on the fields at the back of our house. one of them even let me ride in his cab with him. We didn’t go far just to the end of the field where I got out. He didn’t seem to be a stranger though I had no idea who he was.thought it was ok back in those days.
